
Carbon Capture and Storage (CCS) is an indispensable technology for achieving global net-zero targets. Today (the 1st), the Ministry of Environment officially convened a review meeting and approved the "Tiezhanshan Cross-Ministerial Carbon Capture and Storage Pilot Project" proposed by CPC Corporation. This marks not only the first CO2 storage application approved under the Climate Change Response Act but also a significant milestone in Taiwan's decarbonization efforts.
🛡️ A Rigorous Three-Stage Injection to Ensure Storage Safety
To ensure the steady progress of the pilot project, the Ministry of Environment has agreed to a three-stage implementation plan, aiming to store 300,000 metric tons of CO2 within three years:
Stage 1: Cumulative injection of 10,000 metric tons.
Stage 2: Cumulative injection reaching 100,000 metric tons.
Stage 3: Cumulative injection reaching 300,000 metric tons.
Upon completing each stage, CPC Corporation must submit a detailed execution report to the Ministry of Environment for review. Approval must be obtained before proceeding to the next injection stage.
🔬 High-Standard Environmental Monitoring and Risk Control
Addressing public concerns regarding safety, the Ministry of Environment has established strict technical and monitoring "red lines":
Monitoring Scope: Adopting the California Air Resources Board (CARB) standards, a dense monitoring zone with a radius of 1.6 kilometers has been established.
Emergency Threshold: A magnitude 2.7 earthquake has been set as the threshold for anomaly notifications and the activation of emergency procedures.
Comprehensive Detection: CPC must rigorously perform monitoring of environmental indicators, including bottom-hole pressure, microseisms, soil, atmosphere, and groundwater.
🤝 Strengthening Social Communication and Information Transparency
The Ministry of Environment emphasized that CCS is a vital measure for the transformation of hard-to-abate sectors. Beyond strict technical oversight, the government requires CPC Corporation to continue social communication. A public briefing must be held again before official injection begins to ensure that residents and stakeholders are fully informed.
Through the implementation of this project, Taiwan will gradually build localized practical experience in carbon storage, assisting the nation in its steady progress toward a sustainable net-zero vision.
