To assist domestic SMEs in navigating international net-zero trends and increasingly stringent supply chain carbon management requirements (such as the EU's CBAM), the Small and Medium Enterprise and Startup Administration (SMESA) of the Ministry of Economic Affairs held the "SMEs: From Carbon Awareness to Carbon Reduction" Net-Zero Transformation Achievement Press Conference yesterday (9th). During the event, the "Carbon Reduction Guidelines for SMEs" were officially released, alongside an announcement to expand "Net-Zero and Digital" dual-axis transformation services through cross-domain integration this year.

📘 Launch of the First "Carbon Reduction Guidelines for SMEs": A Standardized Path

SMESA stated that carbon reduction has shifted from an "elective" for enterprises to a "mandatory requirement" vital for securing orders and long-term competitiveness. The newly released guidelines are built upon four core frameworks: "Defining Purpose, Carbon Inventory, Target Setting, and Implementing Reduction," providing clear transformation steps tailored to cross-industry practical needs.

The guidelines compile 20 successful case studies across the manufacturing and service sectors, covering:

  • Improvements in energy efficiency and process optimization.

  • Application of sustainable materials and circular design.

  • Integration of low-carbon or renewable materials.

  • Enhancement of product carbon footprint management capabilities.
     

🎯 Expanding Support Capacity: Aiming to Serve 25,000 SMEs This Year

To implement these policies, SMESA will continue its deep cooperation with industry associations in sectors such as sheet metal, machinery, and plastics while further expanding its support capacity this year. The plan includes collaborating with associations for CPAs and bookkeepers to cultivate 2,500 professional "seed instructors." Through a model where "each instructor assists 10 enterprises," the goal is to help 25,000 micro, small, and medium enterprises across Taiwan establish a carbon management foundation and plan customized reduction pathways.

💻 Launching "Net-Zero + Digital Dual-Axis Transformation" One-Stop Service

To improve carbon emission data transparency and management efficiency, the Ministry of Economic Affairs is actively promoting the integration of AI and digital tools. A "One-Stop Service Platform" will be launched to consolidate the following resources and help enterprises accelerate their transformation:

  • Carbon health check consultations.

  • Carbon reduction technology matching.

  • ESCO (Energy Service Company) improvement solutions.

  • Green financing and funding guidance.
     

SMESA emphasized that it will continue to expand energy-saving diagnostics and professional guidance capacity. By driving the adoption of reduction technologies and supply chain integration—alongside the promotion of demonstration cases—the administration aims to comprehensively power the operational upgrades of SMEs.
